Enigmatic belt

So yeah, as the title says, where do i find this belt for my breathrough? i usually figure this out just fine but I cant seem to find it. It says bloodshade harbor and i've been there multiple times in 6 and 24man but i only get belts for later breakthroughts

It drops from Bloodshade Harbor 24-man map I believe... I got lucky as it dropped but I forgot exactly where. It is quite rare which is why it goes for over 1 gold.
