Low FPS should I upgrade my processor or graphics card ?

Hello I have some issues with my fps in the game I have like 20 in cross server dungeon with sometimes lag spike and that annoy me a lot.

Outside if the area is not crowded I sometimes hit 40 but usually it's around 30

OS : Win7

Graphics card: AMD Radeon HD 6900 series

Processor: Intel core 2 DUO E8500 CPU 3.16 GHz
