I had this problem tonight and struggled a few hours, now found a temporary work around to this issue.

 

The solution is to use a VPN to change your IP address. The problem seems related to IP address which I don't know very much about. However, if you can change your IP address somehow, then you will be cured.

 

One way to do this is by using a VPN, the one that I tried with is called 'HotSpot'. It works for me but it seems its a paid software but you have 1 day trial for the first time use. By the time the trial finished, hope NCsoft has solved the issue.
