Summoner cat bug

Cat is frozen, miles away from me, but can still use skill that supposedly is set to make it charge at me, and even though it doesn't move from the spot it's frozen in, it still does the damage, and after the animation ends it's still frozen in place.. is that how it's supposed to be? I am pretty sure it's not a visual bug either.
