In-game chat is broken?

I can't type at all in-game unless I hold down my 'alt' key while putting in letters.

 

I'm level 45, never had this issue before patch. What's going on?

 

I can type normally everywhere else (i.e. this forum) but in-game it's like I HAVE to hold down the ALT key at the same time.
