Unbalanced faction

I wonder if this is just on poharan, but the Cerulean faction way out number the crimision faction. We are always seeking member on the faction tab. While cerulean is always full, but you cant still join it, because all you have to do is spam the button and still get in. I'm wonder will something happen later in the game to change the unbalance or is world pvp just dead, because its zerg vs no one
