wardrobe not functioning

Why cant I move my cerulean outfit from wardrobe to inventory so I can equip it?  Cannot do quest "A New Start" because cannot equip the uniform.  Other outfits like bamboo guard or blackram will move to inventory, but not my faction outfit.  Help!  I need to advance quest in desert but cannot do without my faction oufit!  And I AM cerulean, not a mistake.  :)
