Can´t use the chatbox

Hello, i have not been able to use the chatbox in game, when ever i send a message it dissapears it dosnt say anything it dosnt show up anywhere, i cant even whisper people.

I tried with all of them and the region one says i need to be higher level and i understand that but why can i not use the /s chat or whisper?
