Purchase error and question about saved CC info

I am trying to make a purchase and i am getting an error when i click buy ncoin from the account page.  When the pop up box opens it says  

 

You have exceeded the number of attempts allowed.  Which i havent puchased anything in a few days and thats one issue.

 

The other is does anyone know how to change the Credit Card info that is saved in game.  The card i have saved i dont want to use for this purchase but i am not able to find anyway to change the cc that is saved or even where it is saved.

Expierencing the same issue. I submitted a ticket to customer service, I suggest you do the same
