Cant' invite player to my clan? Bug or is it me?

So I just created my clan on Gunma server "Lethal Anguish"  I'm trying to invite my first new member to the clan but it doesn't look like he's getting any invite or anything.  Am I doing something wrong or is there some sort of prerequisite?

same faction?

is he online? ^^

 

maby he have to be lv11 (something like a bot prevention)

well my mates in a party with me and hes lvl 40 :/

He's on the same Server, faction, and online.  He's the same level as me 28
