Is there a delay in pvp skill cast times?

I've been pvping for about a week now and I'm started to notice that there is about a 1 second delay between when I press to cast a skill and when the animation actually begins. Idk if its a ping issue on my part since idk how to actually check my ping but its really annoying because I can't react as fast as I should. I play assassin and it gets frustrating when your char doesn't respond as soon as you cast a skill. When I stun someone and try to animation cancel my LMB and RMB and press tab to air combo, the tab button never goes off. Anyone else getting this? I live in NA so I don't think ping should be the problem.
