No Spring Water Healing Tonic in Inventory

Ok, so I am stuck on Chapter 7 of the Starting Area. I can not progress without the Healing Tonic. For some reason I do not have it. I have tried starting over, but it didn't work. I should not have the same problem as before and the quest cannot be abandoned. So this is definitely a bug. Is there anything I can do to restore the item to my inventory so I can progress.

I had the same problem. The only option is to delete your character. Seems like quite a game breaking bug if you ask me. Especially when I deleted my character and it happened again

I got it working again. 

1) Update the game

if that doesn't work,

2) Verify files

then,

3) Force repair files (What I had to do)

 

Got it working for me after a few hours of frustration and troubleshooting. The potion will just appear in your inventory.
