Ping?

Anyone care to explain how everything works?

 

I did a speed test from my current location in Eastern Canada to Austin Texas and my ping was 75 ms.  And I also used a Ping test tool and got similiar results and my Traceroute hops look fine but yet when I go into the game and open resmon to check it goes anywhere from 100-180 ms and even goes as high as 300ms in Cross-server dungeons.  Anyone care to explain to me what is going on?  Is this normal?  Can anything be changed to get under 100 ms like the speed test results yielded? 

 

Finally, would programs like Battleping or WTFast help at all?  (I'm guessing not so much as the hops look fine but what do I know.)

That's extrange, i have been playing with 180-200 ping and i'm from Argentina.
