Required lvl for dungeons

Today i was doing Daggerbeak rookery with a friend the recommended lvl is 36 but ppl can stil join it from lvl 20 thats way to low

in that party there was a lvl 20 a lvl 22 and lvl 28 it made the dungeon just to hard

it made no sense for them to join they cant is any of the stuff there anyway this has to change make it so u need to be higher to join

lvl 20 is way to low
