Server issue with arena

So I literally just realized that I leveled all the way to 45 ON AN EU SERVER. Soha.. Im from NY yikes hopefully server transfers become available?

 

Anyhow my question is when I go to arena am I playing against EU players? or is it balancing my ping to play with NA?

Im asking this because I've been lagging ingame pretty poorly this kind of started happening yesterday/today so I probably answered my own question anyhow just want to know if im queuing against EU or not? thankie
