Can't send in-game mail, support is busted

Going to post this in bug reports since apparently support is outsourced to India and they can't read.

My character is level 45 and I currently have an NCoin balance charged, as well as a month of premium.

 

However, I cannot send in-game mails to anyone whatsoever.

I tried to put in a ticket about this, but even if I update the ticket, the support staff individual simply replies with the same boilerplate

informing me that my character must be at least level 16 and have NCoin charged.

 

So kindly, fix the bug or get new support staff and fix the bug that way.

i am having this problem as well

my lvl 45 KFM cant receive any mail from anyone says my char does not exist but my 37 smn can send and receive its weird
