Payed Character Transfer

Just wondering, if in the near future will there be any payed services for characters being transferred from server to server? or just to a less populated server? Log-in isn't an issue, doing kill quest/missions is. A lot of zones are over populated making it difficult to complete some quest/missions. For example, "kill 12 Yes Men" but there is 10-15 other players in that same zone spawn camping that same quest. I am only making this post because it happens on almost all of my kill quest, prolonging them about 30-45 minutes each.
