Why are level 1 characters allowed to gold spam the Region chat?

Why are level 1 characters allowed to access the Region chat?

And then the Faction chat can be accessed as soon as the character has joined a faction.

 

Why isn't there a level restriction to access these channels?

Yes, the people behind gold spamming will not be stopped simply by a level restriction, I know there are many ways for them to bot their way around that.

But come on... The spamming will OF COURSE be less intense with a level restriction.

 

I understand how relentlessly hard it is to battle gold spamming in F2P games.

I'm just wondering why it's possible to create a new character and IMMEDIATELY be able to gold spam?
