Unable to purchase Ncoins

Hi, I am unable to purchase ncoins via my credit card, the pop up screen tells me Credit Card has failed.  I know I have enough credit in my bank account, and on checking my ,details the pop up screen is requesting I select a state in the US.  I am playing on a European server and live in the UK.

Any solutions to this problem would be helpful.
