Marketplace Temporarily unavailable

I have never been able to access the marketplace.  After reading through the forums it seems this issue was very present in the beta, maybe not as common now.  

I'm on Windows 10.  Recently reformatted.  Basically nothing on the computer except blade and soul.  Tried resetting all browser settings etc...  Anyone have a fix for this yet?
