Bugged? Pls Help

I found a Rich Quartz

 

It shown i can mine it but IT SAID THIS ITEM BELONGS TO ANOTHER PLAYER? whats that mean?

 

and the Quartz was in Bugged or something, the image of the quartz doesnt show on my screen, only a green dot

 

What can i do with it?

As a fellow player, I can only offer my own experience and reasoning on the matter and using the information provided...I have to assume this is a bug.

You could always provide screen shots about it though or alert an Admin - even if it isn't a bug, - they may help you understand it FAR better than an average player can. However, my assumption of BUUUUUUUUUUGZZZZ still stands. :3

I've come across this many times now, and I think it's not really a bug, but more a really bad oversight from the programmers: someone mined that quartz but for some reason didn't take the resources, just left them there, so the item is there but is tagged as belonging to the player who mined it. It would make sense if there was a time limit to how long it can stay tagged and unavailable to other players, but apparently there isn't, meaning that the vein can't even respawn, draining the already rare resources of the game.
