How queue system works?

I was on the 284 spot in the Non-Premium queue.After 10 hours of waiting i'm still didnt enter to server! So as i guess i need to wait while all premium members get in and than i will log-in too?
Anyway i dont think its fair.There must be some kind of proportion of 3 vip players to 1 for example.
