msiexec.exe file error and error 1719 (win 8.1)

when i want to install the game .. Microsoft Visual C 2005 can not be installed cuz i have 64 bit win8.1 and its not support the "16bit" i dont what is that..
and error 1719 windows installer cannot be accesed..
