Question about factions.

Im guessing this was already answered in another topic but since the forum does not have the ability to search, I hope you can lend me a hand. 

Is there any way to join a faction after it gets full? How does the "balance" between the factions work? Once one side has more they lock the registry in the other one to balance members? If you wait long enough the full one gets vacant spaces? Thanks.

For me, I was able to join the Crimson even though it stated it was full. I dunno how tho.
