I really like how it looks and would love it

You can get it from transmution.

I think for the time being it's not release in our version yet. May come out later in the cash shop so keep an eye out for it! I saw somewhere this can be transmuted using fabrics and outfit boxes, but I am unfamiliar with those

There's a transmution tab in the bottom of your inventory. However, you need fabrics for that, and as far as I know, you can only get those by salvaging shop outfits at the moment.
