Playing in a Party

Hi everyone. I'm trying to play with just one friend in a party, but I notice the 2-member option under "Party Mode" is grayed out. Is there any way of being able to use that or has it just not been implemented yet?
Also, is there any way of sharing quests? I noticed in certain quests my party member and I would enter separate instances when, for example, going into a house to talk to a certain NPC in the mission, and those two things make it difficult to feel like there's even a point to forming a party for regular questing.

i'm wondering about this too since me and my girl are doing a co-op playthrough of BnS and...we can only go as low as 4-member party; 2-member is inaccessable.

I'm curious about this, as well. If it hasn't been implemented yet, why not just take it out for now?

It's rather annoying seeing it there, but being unable to select it.

Form your 2 person party then go into the instance.  Using F7 or F8 allow you to "move" to dungeon if you are separated by zones.  The manual way is just form a party and make the hike to dungeon.  The quests are near the dungeon entrance, you can pick them up when you get there.  Field quest is automatic when you enter.
