Can't find Chengun

anyone happened to experience that too? I'm smart enough to look for him below the cliff, but he's nowhere to be found. Neither above nor below. I even did that dungeon twice hoping to see him, but i didnt. Any clue where i can find that guy...?

Also, i would've searched forums for similar threads, but "search" option disappears like 1 second after the webpage loads lol.
