You need a Stalker Dagger from the Wheel of Fate near the first World Boss, Jiangshi.  Kill Jiangshi to get tokens.  Use the tokens to spin the Wheel.  Open the weapon boxes and hope you get a Stalker Dagger.  Right-click to unseal it and then you can upgrade your weapon.

 

Alternatively, buy the Stalker Dagger off the Marketplace.  Should be pretty cheap, even at low level.

Your breakthrough material is a Seal Stalker Dagger(shown on top left of the screenshot). You can get a seal Stalker dagger from the marketplace or from Jiangshi Wheel of Fate.

I wasted all keys and did not get any dagger.. Just other weapons. I had to buy it on Marketplace, but it was just 25 copper. Thanks for help guys :)
