Tomb of Exiles

I just joined Tomb of Exiles only to find out that all the mobs were dead! I ran to the last boss thinking that the party had wiped and was waiting to kill him but he was gone too and the loot had been roled. One person was standing afk near the boss and thats probably why new people were allowed to join the party even though the instance had been completed.
