Assassin Cyclone Sweep not Proccing

After Shadow Dash on 1, I should be able to Cyclone sweep on 1 after that.

 

I'm not able to.

 

Doing Shadow Dash should put me into stealth on mobs but it doesn't always work. Am I doing something wrong?

 

The stealth is what I need to be able to cyclone sweep. But I can't always proc it because Shadow Dash isn't always giving me stealth.
