Misty wood female NPC replaced by male ones.

I noticed that for both the Legion and Order that one of their female NPC quest giver in the Misty Wood has been replaced by a male toon. I only noticed this because my friend pointed out that his JP voice pack is says attack in a female noise after attacking it.

 

Was this for all games or one of Ncsoft West's idea of localization.
