Transfering armor to another character

2 Questions:

 

1.) I found an outfit twice with the same character - can I transfer the 2nd outfit to another one of my character? if yes could you please tell me how to?

 

2.) Is there a mass salavage function for sould shields? It gets really annoying if you have to press y and wait for each single shard to be salvaged...
