When does NA catch up in patches?

Don't get me wrong, their are a lot of things that need to happen first, like queue times need to be improved. However, I was wondering when do the balance changes, warlock class, content patches etc are being updated to NA? Would that not happen till a year or so? I'm in no rush, just curious :{}

THe live stream event the other night(which you can watch again on their twitch stream) at the end they did state within the next few months level cap will be r aised to 50, Warlock class will be activated.  More clan  levels and crafting as well as clan outfits.  Mushin tower first 1-8 floors.  And new continent Silverfrost....I may have missed a thing or two but think that is the main stuff to come.
