LOW FPS, EVEN AT CHARACTER CREATION

Here are my PC specs

Intel Core i5-4460 @ 3.20 GHz

Nvidia GTX 970 4GB GDDR5
8GB RAM

1080p monitor

With this build, im pretty sure i'm supposed to run this game at high settings at 60+ fps, but even at the character creation, im experiencing very low FPS. It doesn't seem like other people are having this problem, so might this be an error in the files? Please help.
