Installed per the directions and even allowed the outdated 2005 VC++ stuff to be installed,m all while my AV was temp disabled.  No launcher installed.  Installed launcher per faq and the launcher errors with the error code in the title of this thread.  In short, the installer is broken and cannot be repaired by any means that have been suggested here or from searching google.

crossfired asus r9 290x's

ssd1: 240G crucial (os - Windows 7 Pro x64)

ssd2: 1Tb Samsung EVO 850 (data/games)
