Error E03023

I get this error when I'm trying to get the launcher to open it. The full text reads:

 

[Launcher error] Could not read pak file.
Please restart the launcher if this problem persists, please contact Customer Support at http://us.ncsoft.com/en/support.

Went to the website that was given, and the error was not listed there. I'm at a loss for what to do at this point. I have uninstalled and reinstalled many times all in vain.
