Help! Low FPS!

So if i am understanding the graphics requirements for the game, my rig more than meets the requirements, and i have seen lesser rigs get better fps than mine, at least 30, but i cant seem to break 10 fps, even in instances. is this some sort of bug or is my computer that bad? or is it simply a driver issue? ive examined my cpu, and its only using like 35fps when running.
for reference, my specs:
Geforce GTX 840m
core i7-4710MQ@ 2.5 ghz

8gb ram

win 7 64 bit

Not really sure. I get the same FPS using the lowest settings AND the max settings. Doesn't really make sense to me. lol

are you really using your graphics card? since my didn't I have to manually force it to use it

Turn V-sync off in your graphics control panel for BnS. Also when in-game try looking for FPS cap limit and see if you can increase it higher.
