Skill tree point bug

I hit 45 today and only have 28 skill points in my main tree I have reset the tree multiple times and went through every skill to see if any points are still being used and there isnt.

I bought a second tree to use for PvP and it has 31

 

Is there a fix for this??

I have the exact same problem. Though, I didn't try buying a new skill book. 

Any help would be greatly appreciated.
