You aren't the level you are supposed to be at that quest. That quest employes the idea that you have already reached atleast lvl 16 through doing all the available quests instead of just the story.

I just checked and you are correct, but it's lvl. 15. Not sure why it's telling me to press 'K' though if I'm not the required level. I'll get lvl 15, thank you.
