An alternative to Server Transfers...

I've read a lot about Server Transfers, but, in the event that it's not implemented, having people move servers could be as simple as reimbursing the founder's items to those who already used them (specifically the Master pack's Keys and Pouches). I know that there are quite a lot of people who refuse to switch servers purely because of having already used these items, and this would, seemingly, be an easier fix, and possibly easier implementation... even if it was setup on a case-by-case basis, of having a person request for the replacement of those items, as the GMs would be able to properly allocate the correct amounts to either return the person to the full amounts in the event that only part of a stack was used.
