Why does the queue wait time keep increasing?

I have premium, I got the master's pack. Originally, my waiting time was at 49 minutes, then 20 minutes later, I checked and it went up to 67 minutes, then again to 78 minutes.

 

Why is that happening? Should I just assume that the estimated time is way under the actual time? This is beyond frustrating.

estimated wait time: 90-120min... for the past 3 hours... not sure if its and actual time at all lol

I think the amount of people that are let on depends on the amount of people logging off. No one's logging off (on purpose), since they know they won't be able to get back on.
