what do you mean other 6 are too sexy? have you seen the 4 design "Glint of Aura"? that's one of the sexiest designs on a girl in this game... they just went for the most easiest designs to transport and bring into the game so they have less work to do

isnt "better focus" already being done by selecting 11 out of the total of entries for this contest? if the idea was to only have 5 entries to vote, wouldn't it be better to have only 5 winners (1 grand winner and 4 runner ups)?

why not give everyone a fair fight? only giving 5 entries out of 11 to have a chance to be the grand winner feels so low "lets give a consolation prize to those other 6 outfits because why not"...
