he was not wrong. the 5mil exp charm that is currently in the game (sparkling hongmoon exp charm) has a 24hr cooldown. BUT you only need 1x 1mil exp charm and some materials to transmute it.

If we keep opening, but not upgrading, they'll deliver mats? Or if we stop opening they will deliver them? Or if we use up our own they'll refund? This could mean many things.

Not really. It means exactly what it says. On march 31st, you'll receive the missing materials from the chests that you have opened. If you've opened all 12, you get all the missing materials. If you've opened stage 10, you'll get the missing materials up to stage 10.

did you by any chance buy them with credit card instead of paypal? because that can take up to 24hrs per charge, thats just how it works.

If you saev up the materials instead of buying them from f5 you can potentially make some gold, e.g. crafting hongmoon keys since now people will upgrade their weapons again and will need those keys

On Twitter they said yesterday that they do not know if the fix will be ready today, so i doubt it since we got no update on that
