Verifying phase of the laucher's problem

I'm playing the game on my laptop, sometimes the verifying things take 15-20 mins to complete , but sometime (rarely) it takes only 10 seconds. How can i fix this ? I dont want to waste much of my time for this phase , help me pls </3

P/s : i have tried to repair the files , then set the local.ini file to"read-only" but it wont work ...
