Help cant buy Ncoins from shop

In my previous account i was able to buy Ncoins but now its locked so i cant do anything i have send emails no reply.

So i have created new account i tried to buy Ncoins now its not working.If anyone knows anything please post it here and thanks advance i hope yours advice might work.
