In-Game windows will not load

My game is having trouble loading any window that requires refreshing since this morning. Windows like Announcements, F2, and F5 will all constantly try to load themselves but never complete no matter how long I wait. I thought this might be a connectivity issue, so I have tried restarting my internet, disabling my firewall, and repairing my game files; nothing has worked. Below is a picture of what the announcement page looks like in game, F2 and F5 are similar.
