Transferring items

Why it doesn`t allow me to transfer soul shields pieces between characters? In description it doesn`t say character bounded, only untradeable, so i should be able to transfer the shields to my other characters, on the same account.

 

P.S. When i`m buying soul shields from the market (green ones, with higher stats and lvl) to upgrade my heroic low lvl soul shields when i`m trying to transmute them it doesn`t appear as available why?
