FPS please help!

Hi guys in game i got only 10 fps (fullscreen) with settings apply to all 4 then optimized for combat settings i put shadows settings to 1 and extra effects to 1 also

but when i windowed mode it i got maximum of fps of 25 yeah its running fine, but i think my graphics card can run smoothly on mmorpg games (eg. Aion),

I thought it was on my ping that it became laggy but when i windowed mode it there's no more lag...

 

and here's some of my PC info

 

OS: win 7 (32bit)

Ram: 4gb

processor: amd a4-6300

graphics card: ATI radeon hd5450

 

anyone? please help my 

why i only got maximum of 10fps in fullscreen mode
