How to disable mousewheel zoom?

Basically as the title suggests.  Settings > Mouse Settings > Mouse wheel action - this only seems to change the function of the middle mouse button and not the actual mouse wheel itself.  Using a third party program does allow me to map skills to the up and down mouse wheel but I can't get rid of the zoom function; it's no issue for down mouse wheel but mapping an ability to up mouse wheel will activate both the ability and zoom in which obviously is suboptimal.

 

Another gripe I have is that you cannot lock camera position (the auto zoom in is pretty annoying as well) which would also solve my problem.

 

Has anyone figured out how to disable mouse wheel zoom and/or lock camera position?
