Can't access Mushin's Tower to start Silverfrost area

I have a level 45 Warlock, and I read the letter from Yura today, which tells me to go to Mushin's Tower to talk with her on  the second floor. The only problem is that I can't access Mushin's Tower. For some reason I don't have the windstride point anymore. So I can't get there. Is this a glitch in the game? Should I have read the letter prior to the patch going live? Am I SOL now as far as getting my Warlock up to 50? Any help in figuring this out would be appreciated.
